In the United Arab Emirates - Dubai, from 30/11/23 to 12/12/23, the United Nations Conference on Climate Change - COP28 was held to address multi-level governance for tackling climate change.
Considering the global commitment to the issue of climate change and the urgent need to prepare cities to face the impacts of rising global temperatures, the city of Rio de Janeiro reaffirms its leading role in this issue.
The COP 28 brought together global cities and the city of Rio de Janeiro presented its investment in adaptation measures, such as: disaster warning and response systems, the implementation of infrastructure for vulnerable populations with nature-based solutions and other nature-based solutions and other resilient actions to extreme events in the city.
The United Arab Emirates, with its exuberant and futuristic architecture, has shown the world its vanguard in the economy for general well-being and planetary prosperity, and the city of Rio de Janeiro presented its efforts in the area of adaptation and mitigation in search of ways to implement the climate budget.
It should be emphasized that a new purpose for a new era is very important, in search of for a rapid and fair energy transition, in the quest for a rapid and substantial reduction in of carbon emissions, especially on the part of the richest countries, in order to keep the global warming temperature increase below 1.5ºC.
While 2023 is on course to be the hottest year ever recorded in history, the worst is yet to come. According to scientists, December should be even hotter and drier than the last few months, with extreme temperatures likely to be felt at the beginning of 2024 as well also at the beginning of 2024. Despite significant progress in the city of Rio de Janeiro, we still have alarming data regarding the rise in global temperatures. This is why it is essential to invest the climate budget in creating public policies to reduce the damaging effects of heat and humidity on the human body.
As a public manager, I believe that increasing access to professional training for more managers on the climate agenda is fundamental if mitigation and adaptation actions are to occur simultaneously in order to minimize inequalities. In this sense, understanding the importance of local governments is the key to a fair and inclusive economy.
It is a fact that Rio de Janeiro is one of the cities that invests the most in preparing and adaptation. But we still have a long way to go to achieve our commitment to zero greenhouse gas (GHG) emissions by 2050. And only multi level coordination will be able to transform the city into a fair and balanced climate capital, guaranteeing a fair and balanced climate capital, guaranteeing the timely capacity to respond to the challenges that have gone from urgent to immediate.
