We are deeply concerned about enhancing the Rio de Janeiro City Hall's capacity to deliver better services through its public managers and Carioca Leaders, including considering citizens' perception of this public service delivery. To achieve this, we work agilely to transform public management into an increasingly tangible and effective asset, disseminating best practices and focusing on three pillars: people, projects and methods.
The G20, as an economic Summit, also plays a fundamental role in global governance on economic issues; hence the importance of aligning its discussions with public servants. This closeness facilitates the execution of strategies impacting the municipal sphere, recognizing that people live in cities and making globally discussed topics relevant locally. The João Goulart Foundation Institute plays a key role in managing the knowledge of the Rio G20 Capital experience, enhancing the City Hall’s ability to adapt global strategies to local realities and to create replicable opportunities in other municipalities.
The next step involves making the discussed content more relevant through synthesis and dissemination, highlighting key themes and significant aspects for citizens. The quality of public management is essential to improve people's lives, and the Institute is committed to sharing best practices and concepts that positively impact citizens' daily lives. The better the Public Management, the better our lives.
Contributing to the G20 through the intellectual capital of career public servants is a challenge but crucial for international cooperation. For the João Goulart Foundation Institute, this contribution is based on its pillars: people, projects, and methods.
Our focus on people within the public service stands out as a strategic element, specially by recognizing diversity as a catalyst for solving complex problems. This includes training leadership, empowering civil servants as public managers, and highlighting the differential of being a public servant.
Regarding projects, promoting transversality, innovation, and intrapreneurship is crucial to balance the public value chain. This implies thinking beyond infrastructure logic as the sole solution for any kind of problem and testing/evaluating different approaches to maximize the benefits of public services.
In the approach to methods, we implement tools, instruments, and methodologies to enhance the daily performance of public managers and leaders. This includes a culture of data and evidence-based decision-making, aiming to expand the capacity to allocate resources effectively and thus directly impact the effectiveness of public management.
Highlighting essential points related to public management, intermediated by the Rio G20 Capital experience, we underline in this article the constant pursuit of modernizing public management, evolving from the bureaucratic to the managerial model. The G20 Summit is perceived as an accelerator in creating public strategies and illuminating paths through debates.
Addressing the modernization of public administration, the emphasis lies in solving problems originated from global and local social demands, highlighting the importance of reflecting the quality of managerial models in providing public services. Using the coming G20 Summit as a reference will expand the perspectives for reflection, bringing local public leaders closer to the knowledge produced throughout 2024, qualifying this crucial intellectual capital from strategy to execution.
In summary, the perception of narratives and public value are fundamental investments of the João Goulart Foundation Institute, through the Knowledge Management of the Rio G20 Capital experience. This commitment involves identifying, organizing, producing, and publishing knowledge related to the Summit and the engagement groups, providing a legacy of projects that can be disseminated to civil servants and the population of Rio de Janeiro. All this through a strategic partnership with the International Relations Coordination of the Rio City Hall.
